How non-partisan is the Congressional Budget Office?

We all read, watch and listen to the news quoting the Congressional Budget Office (CBO) when it comes to the U.S. budget. Oftentimes we detect through our eyes or ears the word “non-partisan” before the name of the institution – a guarantee for transparency and equity both to reporters and other people in what’s going on with the federal government spending.
